You can’t see a sewer lateral, and most of the time you don’t think about it until it backs up. A sewer camera inspection – often called a sewer scope – changes that: we run a video camera through the line and show you what’s inside, from the house to the street.
In Oakland, the property owner is responsible for the lateral all the way to the public sewer main (City of Oakland), and a compliance certificate is required when a property is sold. That makes the condition of the line a real cost question for buyers, sellers and anyone planning a remodel. Streamline Plumbing & Underground Sewer Construction has been inspecting and replacing East Bay sewers since 1990.

Signs You Need a Sewer Camera Inspection in Oakland
Some reasons to scope the line are symptoms; others are events on your calendar. Book an inspection if:
- You’re buying a home and the inspection contingency is still open
- You’re getting ready to list a property for sale
- You’re planning a remodel, an addition or an ADU
- The same drain keeps clogging, or the line has been snaked more than once
- You hear gurgling drains or smell sewer gas
- You don’t know how old the lateral is or what it’s made of
Oakland Sewer Scope Before You Buy a Home
A general home inspection usually doesn’t look inside the sewer line. A separate sewer scope during your contingency period tells you whether the lateral is sound, needs a repair or will need replacing – and since the owner pays for lateral work, that’s information you want before you become the owner. The footage also gives you and your agent something concrete to negotiate with.
Oakland Sewer Camera Inspection When You’re Selling
A certificate is required to close escrow under the regional Private Sewer Lateral program (EBMUD – Private Sewer Laterals). Inspecting as soon as you decide to list, rather than after an offer comes in, gives you time to fix the line on your schedule, price the work into your listing, or plan a time extension with the buyer. You can check whether the property already has a valid certificate with EBMUD’s PSL property search.
Sewer Camera Inspection in Oakland for Recurring Backups
If the same drain clogs every few months, something in the pipe is catching waste. The camera shows whether it’s roots at a joint, a belly, an offset or a break – which tells you whether another cleaning makes sense or a repair to your Oakland sewer line will stop it for good.
Oakland Sewer Inspection Before a Remodel
Projects over $100,000 need a PSL certificate before final permit sign-off (EBMUD). Adding a bathroom, an ADU or a foundation can also put new load on the lateral or build over it. Inspecting at the planning stage lets any lateral work happen while the site is already open, instead of holding up your final inspection.
How an Oakland Sewer Camera Inspection Works
- Access. We start from a cleanout, usually outside near the foundation or by the property line. If there isn’t an accessible one, we’ll discuss other access points or installing a cleanout.
- The camera run. A camera on a flexible cable is pushed through the line toward the sewer main.
- Watching live. The video plays on a monitor as the camera travels. You’re welcome to watch with us and ask questions as we go.
- Locating. When we find a problem, a pipe tracer pinpoints its position on the surface, so any repair targets the right spot.
- Review. We go over what the footage shows and what, if anything, needs to be done.
No digging is needed to inspect the line. Digging only comes into it if the footage shows a repair is needed.
What Your Oakland Sewer Video Inspection Shows
These are the main conditions we look for:
- Roots coming through joints or cracks
- Cracks, breaks and offset joints in the pipe wall
- Sags (bellies) where water stands and won’t drain
- Leaks and clogs – infiltration, grease or debris narrowing the pipe
Footage is a picture of the pipe on the day it was filmed. A line with minor issues may be fine for years; a line with several open joints is likely to get worse. For a deeper look at reading sewer footage, see our guide to sewer camera inspections.
An Oakland Sewer Camera Inspection Is Not the PSL Certificate
This is the most common mix-up we hear from buyers and sellers. Our camera inspection tells you the condition of the lateral and what work it needs. The Compliance Certificate comes from EBMUD, after the lateral passes EBMUD’s own inspection verifying that it’s leak-free. A good-looking video doesn’t replace that step.
So the inspection is the start of the compliance process, not the end of it. If the lateral needs work, we’ll explain whether a spot repair might be enough or a full replacement makes more sense. Our Oakland sewer lateral replacement and PSL compliance page covers the whole process, from permits to the EBMUD test and the time extension option for sellers.
Oakland Sewer Scope Tips for Buyers, Sellers and Agents
- Schedule early. Allow time for a repair estimate and, if needed, permits before your deadline.
- Know where the cleanout is, and make sure we can get to it on the day. A badly blocked line may need cleaning before the camera can get through.
- Ask where problems are located. Distances from the access point help you compare repair quotes.
- Condos and HOAs: shared laterals follow EBMUD’s condominium guidelines. Check with the HOA before scheduling.
What Affects the Cost of a Sewer Camera Inspection in Oakland?
The cost depends mainly on access – an existing cleanout versus another entry point – whether the line needs cleaning before the camera can get through, and how long the lateral is.
What Customers Say
★★★★★“The plumber from [Streamline] was a wonderful man. He was very intelligent, very clear and explained everything very well. He went above and beyond what I expected of him. He made sure to show me the video so that I could see the problems with the property. He got all of the problems fixed so that we were able to move forward. The secretary was very kind, and she worked with me in terms of my payment. I would most definitely use them again in the future.”
– Lynn J., August 2016
★★★★★“I had to have part of my sewer line replaced, so got several estimates for the work. Greg came in person to look at & evaluate the problem, did a video-inspection (no extra charge), & explained fully all the stages of work involved – he came the day before work was scheduled to put out barricades & cones to notify neighbors of upcoming work, & his crew showed up early on the day scheduled – the trenchless replacement took only one day, & everything went smoothly. Price was reasonable, & work very professional. What a relief to have it done so well!”
– Martha W., December 2015

Oakland Sewer Camera Inspection FAQ
Does an Oakland home inspection include a sewer camera inspection?
Usually not. Most general home inspections don’t send a camera through the lateral, so a sewer scope is a separate inspection. Ask your home inspector what’s included.
Can I watch my Oakland sewer camera inspection?
Yes. The footage plays on a monitor as the camera moves through the line, and we’ll walk you through what it shows.
Will an Oakland sewer scope tell me if my lateral will pass the EBMUD test?
It tells you the condition of the pipe and whether it needs work. Whether it passes is decided by EBMUD’s inspection, which comes after any repairs.
The seller already had an Oakland sewer scope. Should I get my own?
That’s your decision, but it’s worth at least watching the seller’s full video, not just reading a summary, and checking the property’s certificate status in EBMUD’s PSL search.
Do you need to dig for a sewer camera inspection in Oakland?
No. The camera goes in through a cleanout or another access point. Digging only comes into it if a repair is needed.
What if my Oakland home has no sewer cleanout?
We’ll look at other access points. Many older homes don’t have an accessible cleanout, and installing one makes every future inspection and cleaning easier.
